[build][asm] Pass ASFLAGS to the assembler instead of CFLAGS

* Add `-Wa,--noexecstack` to both `ASFLAGS` and `CFLAGS`
* Pass `ASFLAGS` to `.S` compilation instead of `CFLAGS`

Fixes #3006.
