ZSTDMT_initCStream_usingDict() can outlive dict

Like ZSTD_initCStream_usingDict(),
ZSTDMT_initCStream_usingDict() now keep a copy of dict internally.
This way, dict can be released :
it does not longer have to outlive all future compression sessions.
