Move #includes out of extern "C" blocks

Do some include shuffling for `**.h` files within lib, programs, tests, and zlibWrapper.
`lib/legacy` and `lib/deprecated` are untouched.
`#include`s within `extern "C"` blocks in .cpp files are untouched.

todo: shuffling for `xxhash.h`
