Nick Terrell 1bbcf07bd5 [huf_compress] Refactor and comment HUF_buildCTable() 
Comment and refactor `HUF_buildCTable()` and the helper functions
it calls as I read and understand the code. Hopefully this refactor
makes the code a bit more clear.

Nick Terrell f58e9a9830 [contrib][linux] Add wrapper API 
Add the kernel wrapper API. This keeps the same API and semantics as the
existing kernel API with name changes to be more kernel style and avoid
symbol collisions with zstd.

this build works fine on all my systems,
but since to fail on CI environment.
Unclear why there is a difference.
This build test is not relevant anyway.
