Introduce the Rust static library and move the shared byte, bitstream, CPU,
error, xxHash, debug, and public-common implementations into it. Thin C shims
preserve the existing header-driven C build while original tests link the Rust
archive.
This establishes the ABI-safe foundation for later codec and CLI ports;
entropy coding, runtime support, codecs, dictionaries, and the CLI remain C.
The top-down migration map documents that boundary and its validation path.

When running armv6 userspace on armv8 hardware with a 64 bit Linux kernel,
the mode 2 caused SIGBUS (unaligned memory access).
Running all our arm builds in the build farm
only on armv8 simplifies administration a lot.
Depending on compiler and environment, this change might slow down
memory accesses (did not benchmark it). The original analysis is 6 years old.

When the output buffer is `NULL` with size 0, but the frame content size
is non-zero, we will write to the NULL pointer because our bounds check
underflowed.
This was exposed by a recent PR that allowed an empty frame into the
single-pass shortcut in streaming mode.
* Fix the bug.
* Fix another NULL dereference in zstd-v1.
* Overflow checks in 32-bit mode.
* Add a dedicated test.
* Expose the bug in the dedicated simple_decompress fuzzer.
* Switch all mallocs in fuzzers to return NULL for size=0.
* Fix a new timeout in a fuzzer.
Neither clang nor gcc show a decompression speed regression on x86-64.
On x86-32 clang is slightly positive and gcc loses 2.5% of speed.

The copyright in `threading.{h,c}` is not changed because it comes from
zstdmt.
The copyright and license of `divsufsort.{h,c}` is not changed.
XXH_STATIC_LINKING_ONLY protection macro is intended to be triggered just before the include.
The main idea is to keep this setting local :
user module shall explicitly understand and accept the static linking restriction
which becomes transparent when triggering the macro at project level.
Global definition also triggers redefinition warnings for user modules which do locally define the macro.
This new version compiles lib and cli without warning when the macro is set globally.
That's not a scenario to be recommended, since it trades a local effect for a global one,
but it was easy enough to provide from zstd side.
