Remove the C-only DDict offset globals and route production
ZSTD_copyDDictParameters() through the existing C-produced DCtx view. This
keeps the private decoder layout and optional fuzzing fields owned by the
canonical projection while preserving the DDict entropy, prefix, window, and
checksum state updates. Keep the synthetic offset writer test-only so the
Rust unit tests remain independently linkable.

Move ZSTD_DDict allocation, ownership, construction, and public ABI exports
into Rust. The C decoder keeps ZSTD_loadDEntropy until its table loader moves.
The C shim now exposes C-computed DCtx field offsets. This keeps dictionary
state correct across conditional C layouts, including fuzz fields and 32-bit
static-BMI2 builds, without duplicating decoder-context layout in Rust.

Currently this function actually reads the dict ID from the dictionary's
header, via `ZSTD_getDictID_fromDict()`. But during decompression the decomp-
ressor actually compares the dict ID in the frame header with the dict ID in
the DDict. Now of course the dict ID in the dictionary contents and the dict
ID in the DDict struct *should* be the same. But in cases of memory corrupt-
ion, where they can drift out of sync, it's misleading for this function to
read it again from the dict buffer rather then return the dict ID that will
actually be used.
Also doing it this way avoids rechecking the magic and so on and so it is a
tiny bit more efficient.

This clarifies operator precedence, and quiets cppcheck in
the Kernel Test Robot. I think this is a slight bonus to
readability, so I am accepting the suggestion.

The copyright in `threading.{h,c}` is not changed because it comes from
zstdmt.
The copyright and license of `divsufsort.{h,c}` is not changed.
by triggering the prefetching decoder path
(which used to be dedicated to long-range offsets only).
Figures on my laptop :
no content prefetch : ~300 MB/s (for reference)
full content prefetch : ~325 MB/s (before this patch)
new prefetch path : ~375 MB/s (after this patch)
The benchmark speed is already significant,
but another side-effect is that this version
prefetch less data into memory,
since it only prefetches what's needed, instead of the full dictionary.
This is supposed to help highly active environments
such as active databases,
that can't be properly measured in benchmark environment (too clean).

fixed the largeNbDict test program
which was working improperly when setting nbBlocks > nbFiles.
